ICE Officer Kills Houston Construction Worker Who Wasn't the Target, and the Agency's Story Is Unraveling

An Immigration and Customs Enforcement officer fatally shot a 52-year-old Mexican construction worker in Houston on Tuesday morning during a traffic stop, and the account offered by the agency has begun to fray as new video and law-enforcement details emerge.

Lorenzo Salgado Araujo was driving through Houston's East End at around 6:50 a.m. Central time on July 7 when ICE agents attempted to pull over his vehicle as part of what the agency described as a "targeted enforcement operation." Within minutes he was dead. In its initial statement, ICE said Salgado Araujo drove his car into an ICE vehicle, ignored verbal commands and "weaponized his vehicle in an attempt to run over an ICE law enforcement officer," prompting the agent to fire "in self-defense."

But a law-enforcement source told CNN that Salgado Araujo was not the person agents had set out to arrest. Texas authorities had earlier flagged two other individuals — believed to be traveling in a white van and suspected of being in the country illegally — and ICE had been surveilling that vehicle. Salgado Araujo, a father and construction contractor, was on his way to work, his relatives said.

"He should have been picking up the last of his guys before heading to North Houston to finish up construction on some houses," his son, Ronaldo Salgado, told reporters at a news conference on Wednesday. "He did not deserve to die." The family, joined by civil-rights groups, is demanding an independent investigation, and a local congresswoman noted that the ICE officers involved were not wearing body cameras — a gap that leaves much of the encounter undocumented.

Two federal investigations are now underway. The Department of Homeland Security's Office of the Inspector General is leading a probe into the shooting itself, while the FBI's Houston field office is investigating the alleged assault on a federal law-enforcement officer. The parallel inquiries underscore how contested the basic facts of the encounter have become, with the government simultaneously scrutinizing its own agent's use of force and building a potential case around the claim that the driver tried to ram an officer.

The killing has intensified an already fierce national debate over aggressive immigration enforcement, coming just days after a separate federal task-force shooting in Memphis. For residents of Houston's heavily immigrant East End, the death of a longtime worker who was reportedly never the intended target has turned an ordinary Tuesday commute into a flashpoint — and left a family searching for accountability that, so far, the government has not provided.
