Climate scientists point to a well-understood physical mechanism behind the surge. A warmer atmosphere holds more moisture; for every degree of warming, the air can carry roughly 7% more water vapor, loading storms with heavier rainfall. The United States has warmed by nearly 3 degrees Fahrenheit on average since 1970, and that extra energy and moisture are showing up as more frequent, more intense cloudbursts.

The strain has fallen heavily on the National Weather Service and local emergency managers, who have scrambled to keep pace with back-to-back disasters even as forecasting offices contend with tight staffing. Officials have emphasized the importance of weather-radio alerts and evacuation planning in vulnerable communities, where minutes can determine whether residents reach safety.
